This patent describes a photoelectrochemical cell device consisting essentially of: (a) an electrolyte containing appropriately chosen redox couples in contact with (b) a working electrode, voltage-biased with respect to (c) convenient reference electrode and in series with (d) a photoelectrode. The improvement described here comprises the photoelectrode being composed of a glass exhibiting a bandgap of about 0.8-2.5 eV, an electrical resistivity less than about 10/sup 6/ ohm-cm, and an open-circuit photopotential of about 50-500 millivolts under white light, as exemplified by illumination from a 150 watt Xenon lamp.
