In December of 1987 the NRC published for comment proposed amendments to 10 CFR Part 73 that would require tactical exercises be performed on a periodic basis. These NRC initiatives were a result of a special team reviewing be comparability of physical protection for weapons-usable, special nuclear material at NRC and DOE facilities. The team noted the improved performances of guard forces at DOE facilities resulting from these tactical exercises. As a result, the NRC staff recommended and the Commission approved adopting tactical exercises to include force-on-force techniques for Category I facilities.
