Administration of conflict of interest relating to technology transfer at Los Alamos National Laboratory. [Contains Management and Auditor comments]
The Department of Energy's (Department) Albuquerque Field Office (Albuquerque) and the Los Alamos National Laboratory (Los Alamos) are responsible for ensuring that Los Alamos employees avoid conflicts of interest in technology transfer. Albuquerque is responsible for ensuring that Los Alamos' conflict of interest policies and procedures comply with requirements of the contract under which the University of California operates Los Alamos. Los Alamos is responsible for ensuring that its employees avoid actual or apparent conflict of interest situations. The objective of the audit was to determine if Los Alamos had established and implemented an effective program to avoid employee conflict of interest situations in transferring technology,to the private sector.
