Energy and security policy. [Monograph]

This paper summarizes the current debate over energy-security problems, issues, and policies from the perspective of the US and other oil-importing countries. After considering the main dimensions of the problem of dependence and vulnerability, the paper then outlines the issues that are open for debate and are relevant to the design of a new industrial policy. Neither energy independence nor appeasement of the oil producers is a satisfactory approach compared to a clear coordinated action. The first focus of attention should be on developing domestic and international measures to mitigate the large costs of supply interruptions. Emergency preparedness and macroeconomic planning programs should be taken in parallel with far-reaching foreign policy and military steps to redress the balance of power in the Persian Gulf. 25 references.
