Transmission lines must be fairly shared

The electric utility industry has large amounts of unevenly distributed surplus generating capacity. To make optimum use of existing surpluses, willing buyers and sellers should have ready access to each other so the most efficient units may be operated at optimum levels. Transmission barriers present artificial constraints on maximum efficient dispatch. The Federal Energy Regulatory Commission lacks effective authority to compel wheeling and transmission service when a utility is unwilling to provide it, and federal courts have generally required consumer-owned systems to prove that refusal was anticompetitive on a case-by-case basis. The American Public Power Association's Transmission Task Force believes it is time to remove the institutional and legal barriers.
