In August 1988, the US Environmental Protection Agency proposed Solid-Waste Disposal Facilities Criteria (40 CFR Part 258) for municipal solid-waste landfills. The background document provides the technical support for the closure, post-closure core and financial responsibility requirements. The requirements are part of the operating requirements of Part 258. The document contains a discussion of background information and provides detailed information on the revised closure, post-closure, and financial responsibility requirements. This document addresses; (1) closure and post-closure performance stand; (2) closure and post-closure plans; (3) financial-assurance criteria for closure, post-closure, and corrective action for known releases; and (4) financial-assurance mechanisms that are available to owners or operators of municipal-solid-waste landfills.
