The U.S. Materials Transportation Bureau (MTB) proposes to adopt a numerical system for hazardous materials (including numerous petroleum products and petrochemicals) transported in commerce. These identification numbers would be required to be displayed on shipping papers and packages in association with the required hazardous material descriptions. They would be required to be displayed on orange panels affixed to portable tanks, cargo tanks, and tank cars containing hazardous materials. The purpose of the proposed regulations is to improve the capability of emergency response personnel (fire, police, et al.) to quickly identify hazardous materials and to assure the accurate transmission of information to and from the scenes of accidents involving hazardous materials. Comments must be received by the MTB on or before 8/7/79.
