H.R. 4360 established the Council on Industrial Competitiveness as an independent agency within the executive branch of the government. The Council would be responsible for gathering and analyzing information regarding the competitiveness of US industries, for creating a forum in which to identify economic problems inhibiting the competitiveness of US industries, to develop long-term strategies and a consensus for addressing these problems, and to make recommendations on issues crucial to the development of coordinated industrial strategies. The 16-member Council would draw four members from each of the business, labor, government, and the academic and public interest communities. The report covers the Committee's recommendation in support of the bill as well as dissenting views.
