A lay explanation of economic discounting applied to public forest management, this article describes how discounting policies can encourage short-term exploitation of resources and understating future benefits. The author proposes a ''time-dependent'' rate that declines over time to encourage managers to select the most economical harvesting and seedling selection programs. 1 figure.
