The controversial Public Utility Holding Company Act of 1935 was designed to correct holding-company abuses in the form of nonuniform accounting standards, excessive charges to subsidiaries, obstruction of state regulations, and a growth that was unrelated to operating properties. The result was higher power rates for consumers. Although utilities fought the act, public pressure and the determination of New Deal politicians demanded a death sentence for the holding companies. The author reviews highlights of the bills passage and the compromise legislation which keeps holding companies under the watchful eye of the Securities and Exchange Commission. (DCK)
