H.R. 5744, the Nuclear Arms Stability Act, is designed to promote international stability by modifying and limiting US nuclear weapons systems production and deployment. It prohibits the use of Fiscal Year 1985 funds to procure anti-satellite weapons, limits the total appropriations for strategic defense programs and strategic weapons, outlines the conditions for deploying sea-launched cruise missiles, and prohibits tests and production of new tactical nuclear warheads. The Bill also requires the President to report to Congress any plan to withdraw tactical nuclear deterrent, to adjust the strategic nuclear submarine force, and on the status of counterforce capability.
