Just a few years ago, the most significant issue in the US electric utility industry was the rapid evolution of the wholesale power market. Today, with policies and issues surrounding wholesale power markets still in flux, the debate has taken on yet another dimension - the opening of retail power markets. While much of the discussion has focused on industrial customers, there is growing impetus to open commercial and residential markets as well.
