The text of the Decision is presented in narrative form. Included are: findings on compliance with statutory site certification requirements, a discussion of the Joint Environmental Study and its significance in terms of the California Environmental Quality and National Environmental Policy Acts, a brief recapitulation of the procedural steps which occurred, and a summary of the evidentiary bases for this Decision. Also presented are topical discussions on the various human and natural environmental areas impacted by the project, as well as the technical, engineering, and other areas of concern affected by the project.
