National emission standards for hazardous air pollutants compliance extensions for early reductions: Background information for promulgated standards

Regulations governing compliance extensions for early reductions of hazardous air pollutants are promulgated under the authority of section (612)(i)(5) of the Clean Air Act (CAA). These rules would apply to sources that seek compliance extensions from standards promulgated under section (112)(d) of the CAA. The document contains summaries of public comments received on the proposed rule (56 FR 27338, June 13, 1991), EPA responses and a summary of changes since proposal.
