Venezuelan gasoline and the EPA - the first test of GATT

Although the General Agreement on Tariffs and Trade has not been ratified, it has already been invoked in a challenge from Venezuela to the US on the issue of its gasoline exports to the US being in compliance with environmental protection regulations. In this issue the authors describe GATT, cite views of GATT from oil and other sectors, and quote US refiners' response to EPA's new proposal to accommodate Venezuela.
