An elongated nuclear fuel cladding tube is described consisting of: an inner continuous annular layer composed of zirconium alloy; and an outer annular layer composed of a titanium material selected from the group consisting of titanium, titanium alloys, titanium compounds and their combinations with each other; the outer annular layer concentric with the inner annular layer and bonded to the outer circumference of the inner annular layer; the outer annular layer having a wall thickness of between about 0.000014 to about 0.004 inches.
