This bill was introduced in the House of Representatives on September 12. 1989 to restrict certain uses of chlorofluorocarbons to protect the ozone layer in the stratosphere. The bill calls for restrictions on motor vehicle air conditioning by certification of equipment and by regulations which establish a phased schedule of deadlines which indicates the dates by which the equipment shall be serviced to meet certain standards. This bill places restrictions on the sale of chlorofluorocarbons, as well as restrictions on the sale of motor vehicles with air conditioners that use chlorofluorocarbons. Other elements include study and report on chemicals that deplete the ozone layer; study and report on retrieval, storage, and reuse of chlorofluourocarbons; and study and report on the condition of the stratosphere.
