Impact of new t bar V sub u b / V sub c b t bar and. epsilon. prime /. epsilon. measurements on weak mixing angles

The value of the weak mixing parameter {vert bar}{ital V}{sub {ital u}{ital b}}{vert bar} has recently been determined to be of order 0.1{vert bar}{ital V}{sub {ital c}{ital b}}{vert bar}. A recent determination of {epsilon}{prime}/{epsilon} in {ital CP}-violating kaon decays gives ({minus}0.5{plus minus}1.5){times}10{sup {minus}3}, in contrast to an earlier measurement of (3.3{plus minus}1.1){times}10{sup {minus}3}. The implications of these results for the magnitudes and phases of the Kobayashi-Maskawa matrix elements and for the top-quark mass are explored.
