Election and the environment, 1980

The same American public that is willing to pay for a quality environment elected a party that gives more weight to energy production than to environmental protection. Environmentalists fear that several campaign statements will set the tone for a reversal of legislative gains, but the makeup of Reagan's Environmental Protection Agency transition team includes several who are sympathetic. Administration budget cuts will effectively put a moratorium on the implementation and enforcement of recent pollution regulations. Of equal concern is the loss to Congress of environmental advocates, although voters also reelected several with wide margins. A more-conservative Senate will ease regulations, but 70% of the respondents to a Congressional poll still favor strong pollution control. (DCK)
