Systematic expansion for compact QED near weak coupling

We develop a systematic expansion for the partition function for Euclidean compact QED in three dimensions on a lattice. The expansion is in numbers of monopoles. It generates a series of terms which are exponentially small when either the lattice spacing or coupling constant is small. As an application, we calculate the first two terms in the series for the string tension.
