Title: New power markets open to Netherlands CHP (combined heat and power) operators

Changes in the law governing the activities of private combined heat and power (CHP) operators in the Netherlands are creating the opportunity for direct guaranteed power sales to the public utilites and for wheeling power over the grid system to other industrial consumers. CHP operators can now receive an enhanced buy-back tariff plus a capital allowance for firm power capacity made available to a public utility. SEP, the coordinating public utility organization, will act as broker in wheeling agreements. The arrangement benefits all parties: CHP operators have a guaranteed market, the utility improves grid system use and receives compensation for its capital costs and some transmission losses, and the customer pays less. The future growth of the industrial CHP market depends on trends in the price of fuel in the utility system and the growth of power imports from France and Belgium. 2 figures.
