Economic and political issues in international natural gas trade: a Canadian view

Natural gas is central to Canada's energy policy, and all matters related to its development and its domestic as well as international trade are subject to great debate. Despite estimates of 77 trillion cubic feet in reserves, concerns remain about continued reliance on insecure imported oil. Under the National Energy Program, a number of new initiatives have been taken to promote oil self-sufficiency, with natural gas playing a prominent role in substitution efforts. Natural gas exports are viewed in this perspective when deciding export policy. Recent developments in international energy markets, particularly as they affect natural gas trade relationships with the US, have caused concern. A move to buyer-seller negotiations is one of several options, but the Canadian government is convinced that present border pricing difficulties can be resolved through frank discussion and compromise.
