The U.S. Department of Energy (DOE) is responsible for the siting, construction and operation of mined geologic disposal system (MGDS) for high level waste. The U.S. Nuclear Regulatory Commission (NRC) has the responsibility for promulgating the technical requirements necessary to license all phases of repository operation. The development of MGDS has been delegated to the DOE's Yucca Mountain Site Characterization Project Office. The B W Fuel Company, as part of the Civilian Radioactive Waste Management System Management and Operating Contractor, is responsible for designing the waste package (WP) and the engineered barrier system (EBS). The goal of the design effort is to achieve a conservative, licensable design that meets the regulatory requirements with sufficient margin for uncertainty. Attainment of this goal relies on a multibarrier approach, the unsaturated nature of the Yucca Mountain site, consideration of, technical alternatives, and sufficient resolution of technical and regulatory uncertainties.
