Preliminary design and assessment of a 50,000-BPD coal-to-methanol-to-gasoline plant. Quarterly technical progress report, 1 July 1982-30 September 1982
Technical efforts required by the Statement of Work (SOW) of Cooperative Agreement No. DE-FC01-80ET-14759 encompassing the preliminary design and assessment of a 50,000 Barrel-Per-Day Coal-to-Methanol-to-Gasoline Plant (Gasoline Plant) continued during the July through September 1982 reporting period. Such efforts from contract initiation in October 1980 have resulted in the successful completion of the majority of the SOW. During the reporting period, seventeen (17) nonperiodic deliverables were submitted to DOE and the physical accomplishment increased from 69.1% for June 1982 to 95.8% at the close of September. A significant contractual action impacting the SOW was execution of a comprehensive modification which encompassed the following: extension of the period of performance through December 31, 1982; recognition of work scope changes involving the preparation of capital and operating cost estimates, with technical support documentation for a 12,500 BPD plant; and formal incorporation of preparation of a Draft Environmental Impact Statement (DEIS). A copy of the executed modification was received on August 24, 1982. During the month of September, project review meetings were held with the Synthetic Fuels Corporation (SFC) in Washington, DC, and the Commonwealth of Kentucky at the Kentucky Department of Energy's Lexington facilities. The review meeting with the SFC followed submission of technical proposals for both 50,000 BPD and 12,500 BPD plants in response to the SFC's third solicitation.
