The preparatory commission

If the negotiators in Geneva were the architects of the Chemical Weapons Convention, then the Preparatory Commission (PrepCom) is the construction crew. The PrepCom is responsible for creating the Organization for the Prohibition of Chemical Weapons (OPCW) and its Technical Secretariat, the Convention's monitoring agency. This article describes the agenda of the PrepCom. Estimates are given for the cost of a year of OPCW operations. The organizational structure of the PrepCom is described.
