Transportation emergency response: Defining a program through public involvement

The U.S. Department of Energy (DOE) is responsible for managing the production and disposal of various nuclear wastes ranging from highly radioactive spent nuclear fuel to low-level radioactive waste. These materials must be transported for processing, storage, and disposal in a safe and efficient manner. The Office of Special Programs (OSP) establishes policy for all DOE transportation related activities, including emergency preparedness and response, and manages ongoing transportation operations. The OSP's emergency management function is based on three principles. First, as a shipper of radioactive and hazardous material, DOE must maintain an adequate capability for responding to transportation incidents involving its shipments. Second, under various regulations, the National Contingency Plan (NCP), and the Federal Radiological Emergency Response Plan (FRERP), DOE is the responsible federal agency for providing technical assistance for any transportation incident involving nuclear materials. Finally in accordance with the Secretary of Energy's mandate for as new culture of openness within the department, the OSP must ensure that all non defense transportation related activities are subject not simply to relevant and regulations but to the invited participation of all parties affected by those activities.
