Resource planning and competitive bidding for Delmarva Power and Light Company, Maryland PSC Case No. 8201
The report presents an evaluation of the resource planning methods employed by Delmarva Power Light Company (DP L). The Company's planning methods cover the acquisition of supply side resources beginning in 1994 (since resource additions prior to that time are considered fixed). Particular decisions addressed are the Hay Road 4 combined cycle conversion project and the appropriate capacity to add during the late 1990s. The study presents an in-depth assessment of DP L's planning methods. Finally, the study addresses DP L's proposal to solicit bids for up to 150 MW of capacity to meet its perceived 1996 capacity need. The report addresses the general structure of DP L's bidding mechanism and considers problems of self-dealing associated with the Company's proposal.
