The northern and midcontinent states will have a shortfall of 400,000 to 500,000 barrels of oil a day by 1981, according to a study prepared by Pack Co. of Houston. The Northern Tier Pipeline Company will use this projection to support their proposal of a new 1500-mile pipeline to carry surplus Alaskan crude oil from Washington to Minnesota, where it will connect with existing distribution systems. Construction will take place from late 1979 to late 1981 if Federal and state agency approvals are granted. The Northern Tier proposal is the last of three pipeline proposals, two of which have already been rejected. The need for a new pipeline is increased by the Canadian government's plan to phase out oil shipments to the U.S. by 1982.
