We report the temperature dependence of the [bold q]-dependent static electron spin susceptibility [chi][prime]([bold q]) in a high-[ital T][sub [ital c]] superconductor YBa[sub 2]Cu[sub 3]O[sub 6.9] obtained by measuring the Gaussian component of [sup 63]Cu nuclear spin-spin relaxation rate 1/[ital T][sub 2[ital G]]. We employ the low-field NMR technique, and explain why this difficult technique is necessary for obtaining reliable results. It was found that [chi][prime]([bold q]) satisfies a Curie-Weiss law at the corner of the Brillouin zone above [ital T][sub [ital c]]. Comparison with the spin-lattice relaxation rate 1/[ital T][sub 1] showed little evidence for pseudogap behavior.
