Factor of safety method, application to air and noise pollution

Technical report:Air quality indexes were used to calculate air and noise pollution factors of safety for 82 U.S. cities. Pollutants considered in the safety study are: total suspended particulates, sulfur dioxide, carbon monoxide, nitrogen dioxide, and ozone. Mathematical models that were used to calculate the factors of safety are presented. The utilization of air quality indexes for regional planning and decision-making is discussed.
