Prioritization of plant improvement projects at NUSCO

With a continuing backlog of regulatory requirements and licensee initiatives, utilities face the difficult task of managing and allocating resources for plant improvement projects. Particularly for the older nuclear units in the Northeast Utilities Service Co. (NUSCO) system, the cost of committed or desirable backfits is greater than available funds and the man-power requirements for implementation exceed the manpower available. To effectively manage this situation, NUSCO is developing an Integrated Safety Assessment Program (ISAP), one end product of which will be a priority-based, resource-effective schedule for implementation of plant improvement modifications. The overall objective of the ISAP being developed is to evaluate all proposed backfits, both NRC required or NUSCO initiated, to determine whether or not each backfit is justified for implementation. These evaluations will allow for definition of a set of prioritized rankings of all outstanding projects that are justified for implementation.
