Government studying shared-savings financing for energy projects

Shared-savings financing for energy-conservation projects in government buildings would enable the government to install conservation equipment at no capital cost and omit lengthy budget hearings at a time when federal budgets are tightening. Vendors would share the savings from lower operating costs and tax credits. Government energy managers are cautious, however, because they want to adopt procedures that are compatible with the procurement and contracting system. They also want to avoid windfall profits for energy contractors, as well as serve the government's interests and ensure that savings cover the government's costs, which include revenues lost from tax credits and shelters for the investor.
