Brazil's alcohol-for-oil effort: slowing, but still onstream

In Brazil, Proalcool, a $5-billion national effort to produce ethanol from sugar-cane for use as a fuel and a feedstock, began in November 1975. By 1981 an estimated 4.3 billion L/yr of ethyl alcohol was produced. A tight economy plus the public's lack of confidence that the government would maintain program incentives have plummeted alcohol-car sales. Economists, however, believe that the recession in Brazil has bottomed out and that the economy will grow by at least 3% in 1982. Government officials are reported to be supportive of the Proalcool program, but believe that the goal of producing 10.7 billion L/yr by 1985 will take at least two additional years to achieve.
