The report gives results of a preliminary economic analysis of two flue gas desulfurization (FGD) processes (one dry and one wet) for a new 500-MW power plant burning Western coal having 0.7% sulfur, 9.7% ash, and a heating value of 9700 Btu/lb and meeting current new source performance standards (70% SO2 removal and 0.03 lb/MBtu particulate emission). The generic lime spray-dryer process used a baghouse for particulate collection, while the wet limestone slurry process had an electrostatic precipitator (ESP) for particulate control. (In addition to the coal noted, the final report will include an economic evaluation for both low- and high-sulfur Eastern coals.)
