Preventive strategy method for voltage and reactive power dispatch
The cause of 1977 New York blackout and several other power system collapses could be traced back to the reactive power problem. The fact that these recent power disruptions were caused by the voltage and reactive power problem has strongly indicated that voltage and reactive power dispatching plays a major role in the security of modern electric power system. The conventional VAR dispatching scheme just considers the security constraints of the intact system. The operating condition obtained from this scheme can not sustain contingency cases. A preventive strategy method of the voltage and reactive power dispatching, referred to as the global VAR dispatching method, as been developed in this research. A short-term forecasted operating condition is used as the base case. Basing upon this condition, some severe contingency cases are selected. The base case and selected contingency cases are considered together in the global VAR dispatching calculation to achieve an optimal operating condition which can cope with the contingency. The global VAR dispatching method is divided into two stages. Stage One, the rough action calculation, provides system operators a quick but rough guideline to eliminate violations. Stage Two, the fine tune calculation, can obtain an optimal point and improve the system security. A computer program has been developed on an IBM 4341 computer. This program, which needs 232 kilo-bytes of core memory, can solve the actual Con. Edison system (420 buses, 930 lines) with ten pre-selected severe contingencies in 152 seconds. To the author's knowledge, there are not any published articles discussing the global VAR dispatch. The global VAR dispatching method and the program developed in this research is a contribution.
