This final report evaluates first the effectiveness of a unique local-government program attempting to stimulate energy conservation through the use of financial incentives. The program is run by Lane County's Housing Authority and Community Services Agency (HACSA), in cooperation with the City of Eugene and the Eugene Water and Electric Board (EWEB). The program has existed since 1981 and primarily involves energy audits and low-interest loans targeted toward small and medium-sized commercial and industrial firms.
