The dismantling of thousands of nuclear weapons in both the former Soviet Union (FSU) republics and the United States has begun under the START treaties. This opens a window of opportunity for the world to ensure a more peaceful future by eliminating weapons-grade uranium and plutonium from the planet. Seizing one of those all-too-rare opportunities to promote a win-win combination of events, on August 31, 1992, the US announced an arrangement to purchase from Russia a large quantity of highly enriched uranium (HEU), the material recovered from dismantled nuclear weapons. The HEU is to be blended with newly mined uranium to provide low-enriched uranium (LEU) fuel for commercial nuclear energy plants. It's an important step on the route to effective disarmament and represents a win-win solution not only for the START signatories, but for the world as well.
