State taxation policies: the problem in siting power plants

Public opposition to the siting of new generating facilities appears to be based more on economic than environmental concerns. The host community, which bears most of the costs of a new plant, must weigh the socioeconomic costs and benefits to the community. Of primary concern are the state utility taxation and revenue distribution policies, which vary among the states. Two extremes, Pennsylvania and New Jersey, are analyzed and guidelines are suggested that would minimize the cost/benefit disparity and reduce the problem of equity. The guidelines suggest incorporating policies that benefit all impacted as well as host communities. They also include ad valorem taxes on utility revenues.
