The results of Kudryavtsev and Popov (JETP Lett. 29, 280 (1979)) are generalized to incude the relativsitc Coulumb problem for the case when the parameter zeta=Z..cap alpha..=Z/137 is not small. The matching-derivatives method is used and the Klein-Gordon and Dirac equations outside the nucleus (r>r/sub N/) are solved exactly. Explicit analytical formulae for the nuclear level shift are obtained for the case mr/sub N/<<1. These formulae are employed in calculation of the critical distance of colliding heavy ions (with inclusion of the finite dimensions of the colliding nuclei). The results agree in the nonrelativistic limit (zeta<<1) with the K-P results.
