This analysis of the origins and effects of the automatic fuel-cost-adjustment clause in utility-rate tariffs concludes that the current creature of the regulator's genius is not yet fully adapted to the needs of the present environment and that some further evolution of the regulatory process is inevitable. It suggests two broad directions which that evolution is likely to take: an extension of automatic pass through to regulation by formula or a major reform to regulation by review.
