The overall objective of the Installation-Restoration Program (IRP) Phase II investigation is to assess potential contamination at past hazardous-waste disposal and spill sites on Air Force installations. A series of staged field investigations may be required to meet this objective. The intention of this staged investigation is to undertake a field and laboratory study at Air Force plant 59, Johnson City NY: (1) to confirm the presence or absence of contamination within the specified areas of investigation; (2) if possible, to determine the extent and degree of contamination and the potential for migration of those contaminants in the various environmental media; (3) to identify public health and environmental hazards of migrating pollutants based on State or Federal standards for those contaminants; and (4) to delineate additional investigations required beyond this stage to reach the Phase II objectives. The Phase I IRP Report incorporates the background and description of the sites/zones for this task.
