Mr. McAfee, Gulf Oil Board Chairman, suggests that Americans have not addressed the need to change their energy policy in a way that will reduce energy consumption and allow economics to determine which fuels will be used and how much fuel will be developed. He suggests starting from the present position in regard to market controls and regulations and proceeding from there. He recommends keeping the rules simple and understandable, minimizing disruptions, avoiding legislative complications, and moving toward world price levels.
