The Energy Act's new PURPA standards

When the Public Utilities Regulatory Policies Act (PURPA) was enacted in 1978, the feature which attracted the most attention was the set of 12 standards, distributed among three sections of PURPA's Title I. The lengthy state regulatory proceedings which took place from 1979 through the mid 1980s, considering these standards, consumed a great deal of regulators, utilities, and intervenors time and energy; they certainly had substantial effect on ratemaking practices, although their net effect was largely to accelerate the adoption of ideas that were already familiar and accepted by many. This process is now to be repeated for different ideas and different concerns.
