The background document provides the Agency's technical support and rationale for the development of treatment standards for the constituents to be regulated for the above-mentioned wastes. The amendment presents the K048-K052 solvent extraction and incineration data used to develop the treatment standards for nonwastewaters; presents the K048 incinerator scrubber water data used to develop the treatment standards for cyanide in wastewaters; and provides EPA's rationale and technical support for various treatment standards.
