Hearings on the Domestic Refinery Development Act of 1979 are recorded in this volume. This bill would provide a basic 3-cent-per-gallon protection for domestic refineries from foreign refineries. Funds generated in this way would be made available to independent firms to encourage them to supply import-dependent regions with domestically refined petroleum products. The funds would also be used to encourage and provide loan guarantees for the construction and modernization of existing refineries by independent firms. It streamlines and shortens the process for obtaining permits. It provides for access-to-crude oil for independent firms. The Bill is an attempt to establish a definite policy for domestic refineries. The text of the Bill is included. Studies submitted for the record include: an assessment of refined product import fees; an economic assessment of product import restrictions in a decontrolled crude oil environment; US refining capacity; US refineries and their adaptability to process heavy oils; and National security implications of increased reliance on the importation of refined products.
