Evaluating the impacts of the Coal Mine Health and Safety Act of 1969

Analysis of the Coal Mine Health and Safety Act of 1969 (CMHSA) is undertaken. Regression models are developed and employed that relate ''productivity'' (output per man-day) and injury rates in underground coal mining to various forces on which data are available. Given the estimated impacts and other data, an effort is made to measure the benefit cost ratio of the CMHSA. This article presents the core of the analysis procedure and results. Results indicate that fatal injury rates have been decreased by the Mine Act and that nonfatal injury rates have probably been decreased, but to a lesser degree and less consistently from state to state.
