Synfuels: fill'er up, with what

The US has the resources for a massive synfuel program, but only a small amount is manufactured today because synfuels are expensive to produce and cause environmental problems. In 1980 Congress passed an unprecedented program to produce two million barrels a day by 1992, producing a major new industry as well. Efforts will focus on retorting western shale oil, coal liquids, tar sands, and alcohol from biomass and will involve dozens of venturers using different techniques. Each energy source has its institutional, economic, and environmental barriers as well as its benefits. Detractors consider synfuels a poor investment compared with conservation, while advocates see it as the answer to energy independence. (DCK)
