The Tenn-Tom project did anyone ask the coal operators

The 232 mi, $1.56 billion Tennessee-Tombigbee Waterway (Tenn-Tom) is expected to provide a new coal route from Mobile, Ala., by linking the Tennessee River to the Ohio and Kentucky-Illinois coalfields. In a study commissioned by the U.S. Army Corps of Engineers of the canal's potential navigation benefits, Kearney Management Associates estimated that 18.4 million tons of coal would move over the waterway in 1986, with 9.9 million tons of northern Alabama and southeastern Tennessee coal scheduled for export. Most observers in the coal industry, including B. Allison of Tennessee Consolidated, P. Serodino, a marine contractor, D. Studer of Sequatchie Valley Coal Corp., and R. Lane of Arrow Transportation Co., believe that Kearney has overestimated the production potential, and cite the current export market, TVA purchasing practices, extraction problems, limited reserves, inadequate facilities, and the required increase in production. A 3R Corp., study has indicated recoverable coal reserves in southern Tennessee of only 109 million tons, which would be depleted in 15 yr, but the canal is planned to have a 50 yr economic life.
