Coal handling/Planning solves permit problems for 11 million TPY (Plaquemines Parish Transshipment) terminal
A barge-to-ship transshipment terminal on the Mississippi River 30 mi south of New Orleans, currently under construction, will be able to transfer 11 million tons/yr (TPY) of coal and have an open ground storage capability of 300,000 tons. In Nov. 1976 when International Marine Terminals retained Dravo Corp., to conceptually design the terminal, the first step was to conduct an ''environmental audit'' that involved canvassing appropriate federal, state, and local regulatory agencies and interested parties. Subsequently, all major permits were obtained by Aug. 1977, in an elapsed time of 10 mo. Construction of the phase one portion of the facility is scheduled for completion in late 1978. Development of an agency interrelation matrix helped organize correspondence such that the required ''No Objection Letters'' could be obtained for the U.S. Corps of Engineers without delay. Permits relating to navigation, water quality, air quality, site approval, environmental impact statement, and dock construction are discussed, as is the development of various terminal designs and the plan finally adopted for construction.
