Are our natural resources on the endangered species list
The snail darter versus Tellico Dam controversy in Tennessee illustrates that legislation to conserve natural resources and preserve endangered species may block needed resource development in spite of large economic investments and potential social benefits. The author reviews the court history which led to the decision to halt the project even though Congress had continued to appropriate construction funds and was advised of the snail darter's status. Other cases have stopped interstate highway construction through wildlife areas and logging access roads through grizzly bear habitat. The present Endangered Species Act is cause for concern because it is not limited to man-made threats, it subordinates all agencies to the Department of the Interior, and it broadens the reach of the Federal government in obligating other agencies and in affecting the use of public lands.
